I wrote the Peony Society to find the answer to my question, thought others might be interested. Plant Societies are a wonderful source of information.

Q: My peonies this year have very few blooms compared to other years, they are about 5 years old. Most only have one or two blooms. Thank you for your help.
A: That is normal after a dry fall or open ground with severe ground freezing before adequate snowfall. Peony roots and flowers develo late in the fall and adverse conditions at that time determine next years blooming. Don't forget to fertilize them right after blooming.
